Business European Nanoelectronics Forum: EC and semi industry at odds on Kroes 20% plan
2013/11/27Europe’s microelectronics strategy seems as divided as ever, it emerged at thr European Nanoelectronics Forum 2013 in Barcelona today.
“We need mass-manufacturing in Europe,” said Enrico Villa, chairman of CATRENE, adding “manufacturing is key.”
He pointed out that European companies spend less than 5% of the world’s semiconductor capex.
However, Dr Reinhard Ploss, CEO of Infineon, said: It’s not about production it’s about value generation.” he said, “the value is when you differentiate the product from the commodity.”
He argued the Europe should stick to areas where it is good – like automotive ICs and power semiconductors.
But how, asked EW, would that allow Europe to achieve the target set by EC vp Neelie Kroes of achieving a 20% world market share by 2020?
“I do not disagree with Neelie Kroes,” he said, “do we want to invest more in production? Yes.”
However he insisted that Europe must stick to differentiated, value-add, know-how-intensive products.
Neelie Kroes’ Chef de Cabinet, Khalil Rouhana, said that so far the Kroes 20% plan had been successful with public/private commitment of €500million last year and a likely €1 billion this year.
Rouhana emphasised that no public money would be spent unless private money is spent.
He said that “packages of investment” which take a project from R&D to pilot lines to first production were proving to be a success.
Asked by EW if he was satisfied with industry’s financial response, he replied “cross fingers.”
He pointed out that the European Leaders Group will report on December 16th with its view of how both the politicians and the industry can meet their goals.
